Constitution and Bylaws of Wayne County Retired Teachers Association
ARTICLE I Name and Purpose
Section 1. The Name of this organization shall: The Wayne County Retired
Teachers Association (WCRTA
Section 2. Purpose
a. To serve as a local of the ORTA and maintain affiliation with the
NRTA.
b. To foster good fellowship among its retired school teachers.
c. To help retired teachers maintain identity with the teaching profession and to further the cause of education.
d. To help promote the interest and welfare of retired school teachers.
ARTICLE II Membership
Section 1. The term "retired teacher" shall mean anyone who has at some time been employed in the schools of the nation on any educational level.
Section 2. Active membership shall be open to any retired teacher or administrator formerly employed in the schools or in a federally- sponsored school.
Section 3. Association membership shall be open to anyone interested in the work of the Association and approved for membership in the Association by the Executive Board; upon payment of dues, he/she shall assume all rights and privileges, except the right to vote, hold office, or to represent the Association.
Section 4. Honorary membership will be given to retired educators who are 90 years of age older and to any formerly active member who is
confined to his/her home or nursing home and is unable to
attend meetings.
ARTICLE III Officers
Section 1. The officers of the Association shall consist of a President, Vice-President, Immediate Past President, Treasurer, Recording and Corresponding Secretary. Each office shall be elective and shall be held for a term of one year or until a successor is elected.
Section 2. The officers shall be elected by a raising of hands or by ballot, at the discretion of the President, at the October meeting and
every year thereafter, and shall take office the following
January 1. They shall be installed at the November meeting.
Section 3. The duties of the above officers shall be those ordinarily assumed by such officers or designated by the by-laws.
ARTICLE IV Executive Board
Section 1.
a. The Executive Board shall consist of the officers and the chairs of Standing Committees.
b. The President shall preside at all meetings of the Executive Board, he/she shall vote only in the case of a tie vote.
Section 2. A majority shall constitute a Quorum.
Section 3. Vacancies on the Executive Board shall be filled by the President with the advice and consent of the Executive Board.
ARTICLE V Standing Committees and Other Positions
Section 1. The President, soon after his/her election, shall appoint
persons to serve in the capacity of Chaplain, Community and
Public Relations Chair, Education Chair, Historian, Legislative Chair, Membership Chair, New Teacher Welcome
Chair, Newsletter Chair, Scholarship Chair, Sunshine Chair,
Webmaster, Yearbook Chair, Program Committee, and for the
geographically diversified Nominating Committee, and ad
hoc representative/committees.
ARTICLE VI Amendments
The constitution and the bylaws of the organization may be amended at any general meeting by a majority of the members present, providing the Executive Board has approved the recommendation of the change(s).
ARTICLE VII Rules of Order
Except in matters provided for in its constitution and bylaws, this constitution, as revised in 2011, shall be governed by Robert's Rules of Order, latest edition.
ARTICLE VIII Effective Date
This constitution, as revised in 2011, shall become effective immediately upon adoption provided, however, that nothing in this constitution shall be deemed to impair any acts or proceedings heretofore undertaken by or on behalf of the association.
BY-LAWS
ARTICLE I Meetings
Section 1. General Meetings shall be held on the fourth Tuesday of March, April, May, September, October, and November of each year.
ARTICLE II Dues
Section 1. The unified dues shall be:
Wayne County Retired Teachers Association $ 10.00
Ohio Retired Teachers Association $ 30.00
Lifetime $ 100.00
Honorary (90 years of age or confined to home or care center)
Section 2. For convenience, the treasurer will collect all dues and send same to the proper associations.
Section 3. Dues are due and payable at the September meeting for the following calendar year.
ARTICLE III Duties of the Officers
Section 1. The PRESIDENT shall preside at all meetings of the association, appoint members for positions,assume active leadership for the association and be an ex-officio member of all committees, excluding the Nominating Committee.
Section 2. The VICE-PRESIDENT shall preside at all meetings in the absence of the President, assist the President with lunch reservations for the regular meetings and communicate with the meeting venue and lunch provider, make arrangements for meeting venues and meals for the next year, assume the office of President the following year unless the current President and Vice President both agree to run for the same office the next year for a second term and assist in all
matters that may be requested by the President.
Section 3. The IMMEDIATE PAST PRESIDENT shall preside at meetings in the absence of the President and Vice President and chair the Nominating Committee.
Section 4. The SECRETARY shall record the minutes of all meetings and other matters of importance; and keep these along with a copy of the Constitution in a suitable permanent file; report in the local newspaper an account of the meetings held; keep a record of persons attending the meetings; shall carry on correspondence as directed by the organization or its officers; publish dates of upcoming meetings, and be responsible for any other secretarial duties of the association.
Section 5. The TREASURER shall receive and disburse all funds of the association; collect unified dues; issue membership cards; send checks to the proper association; keep an itemized record of all money received and disbursed; and make financeial reports to the association.
ARTICLE IV Duties of Committees and Appointed Personnel
Section 1. The Chaplain shall give the invocation and lead in the Pledge of Allegiance to the American flag.
Section 2. The Community and Public Relations Chair shall be in charge of door prizes. table decorations and assist in any manner when requested by the President.
Section 3. The Education Chair shall oversee the disbursement of Educator Grant funds of the Wayne County Community Foundation, to local teachers.
Section 4. The Historian shall file in an appropriate scrapbook all information available concerning teachers in WCRTA and copies of Executive or General Assembly
agendas. When each book is filled, it shall be stored
with WCRTA material at the Wayne County Public
Library.
Section 5. The Legislative Chair shall keep members informed on legislative issued, actions, and decisions.
Section 6. Membership
a. The Membership Chair shall secure names and addresses from ORTA of new retirees: send letters to newly retired educators, explaining the local organization and including a form to be filled out for the purpose of joining.
Section 7. The Newsletter Chair shall compile semi-annually in the spring and fall information of interest to retired educators of WCRTA.
Section 8. The New Teacher Welcome Chair shall recognize the new hirees in the county in some form, i.e. set up a drawing for funds, welcome letters, etc.
Section 9. The Nominating Committee Chair (Past President) shall establish a committee of up to five members to prepare a slate of officers for the coming year
to be voted on at the October meeting.
Section 10. The Program Chair (Vice President) shall
establish a committee of up to five members
to plan programs for the coming year to be
available by the first of February.
Section 11. The Scholarship Chair shall oversee the disbursement of funds of Wayne County Community Foundation to the Scholarship
Fund.
Section 12. The Sunshine Chair shall send members or
former members who are ill or have lost a loved one an appropriate card or message. Those
who are confined to their home or a nursing
home shall be remembered at Christmas.
Section 13. The Webmaster shall oversee the Wayne County Retired Teachers Association Website and update as needed.
Section 14. The Yearbook Advisor shall compile for the March meeting of each year a booklet including a table of contents, dates of meetings and programs planned for each
month, the names of officers and their
respective offices, a list of committee
chair and their phone numbers, a list of
membership contact people and their
respective areas, a list of all members of
WCRTA with addresses, e-mail addresses
and telephone numbers, and other
information deemed helpful.
